I have complained about Cashback America's business practices to the Montana, Wyoming, and Florida Attorney General offices. I have also notified a major equipment manufacturer (John Deere) of its dealer's use of the Cashback America program. This Fortune 100 firm's contact was not exactly thrilled to hear my story; he agreed that things did not add up, and he indicated his intention to investigate the matter. Within a few weeks, the dealer had discontinued its program participation.
I found an interesting link to a TV news story by the Bay Area's KGO-TV related to Cashback America's rebate programs. The story contains some interesting details about Cashback America, including a quote from Jacqueline Dowd, Florida Assistant Attorney General: "(Cashback America) is operated by the same people we've investigated at least twice before. Once, for a pyramid scheme, and once for a telephone type scam." The story tells how the Florida Attorney General successfully closed the Winner's Circle, but not before tens of thousands of people lost millions of dollars. Florida Assistant Attorney General Dowd continues, "After my experience with the Winner's Circle in particular, I would be very careful trusting the people who operated that."
