So, who are the bad guys in this story?
1) In my humble opinion, Cashback America's owners, Richard Stupple and Ronald Gooding, seem to be at the root of the problem. The legal complaint offers a basis for my opinion. No matter the outcome of the case, CBA was a rotten, slimy idea designed to mislead consumers.
2) Numerous local retailers across the country willingly participated in the Cashback America rebate scheme. These retailers leveraged the rebate programs in sales campaigns that lined the retailers' pockets. In my opinion, participating retailers fall into three categories:
A) some are incredibly dense, but had no ill intent toward their customers;
B) some had suspicions about the program's legitimacy, but participated anyway with minimal concerns for their customers;
C) some absolutely knew the rebate program could not be legitimate, but participated anyway.

For several years until 2008, dozens and dozens of retailers throughout the U.S. and Canada proudly trumpeted their participation in the Cashback America Rebate Program. These retailers' customers are now paying the price for the retailers' participation in the program.
